OSCF, Remington Ammunition and Arkansas Game and Fish Commission Join Forces to Thank HATS

Charleston, SC - November 16, 2023 – The Outdoor Stewards of Conservation Foundation (OSCF), Remington Ammunition and the Arkansas Game and Fish Commission are informing and thanking America’s 60+ million active HATS (Hunters, Anglers, Trappers and Shooters) for being primary funders of land, fish and wildlife conservation in the U.S. This collaboration also highlights the significant contributions made by the firearms and ammunition industry to wildlife conservation efforts in the country.

OSCF has developed a video series entitled ‘Connecting with Conservation,’ where they collaborate with industry manufacturers and state agencies. The latest video showcases a visit to the Remington Ammunition factory in Lonoke, Ark., giving viewers an inside look at ammunition manufacturing, sharing how ammunition companies like Remington have helped pave the way for to contribute to the Pittman-Robertson Act to support the work of wildlife agencies, and thanking outdoors men and women for their role in conservation.

“It is past time that HATS understand, and get credit for funding conservation in America,” said Outdoor Stewards of Conservation Foundation’s Executive Director Jim Curcuruto. “By contributing $3.6 billion each year, there is no doubt that HATS are leading the way supporting conservation and we appreciate Remington Ammunition and Arkansas Game and Fish for helping to give credit where credit is due.”

In the early 1900s, as numerous wildlife species faced the threat of extinction or decline, the firearms and ammunition industry recognized the need for action. They approached Congress, urging the imposition of an excise tax on the sale of firearms and ammunition to support wildlife conservation. This initiative led to the passing of the Pittman-Robertson (P-R) Act in 1937, now known as Federal Aid in Wildlife Restoration. The P-R Act ensures that revenues generated from these excise taxes are allocated to state wildlife agencies, enabling them to fund conservation projects, hunter education programs and the operation of archery and shooting ranges.

“AGFC wants to thank partners like Remington and other firearm and ammunition manufacturers for their continued support of conservation through Pittman-Robertson funds,” said AGFC Director Austin Booth. “These funds directly support new ranges, recreational shooting sports programs, hunter education and represent a significant source of our funds for public land access in Arkansas. It also contributes to habitat management that benefits wild places and wild things in The Natural State.”

Over the past 76 years, this partnership between hunters, sport shooters and the firearms and ammunition industry has become the largest contributor to wildlife conservation and public access to natural resources in America. To date, more than $7 billion has been collected from manufacturers and made available to states for their conservation efforts.

National Deer Association Shares Latest Conservation Education Piece with OICC The United States of Access

November 16, 2023 – The National Deer Association (NDA) is excited to share the latest efforts from the Outdoor Industry Communication Council (OICC) to push their coordinated communications plan for 2023. The latest OICC piece, titled The United States of Access, is the next iteration in the OICC’s campaign towards conservation education, and it details the current status of hunting access in the United States today.

“The proposed tripling of federal funding in the 2023 Farm Bill represents a landmark commitment to preserving hunting access in the US," said NDA’s President and CEO Nick Pinizzotto. “We at NDA believe it’s crucial to highlight these pivotal moments, foster conversations and contribute to the growth of our Outdoors community.”

The United States of Access explains how the United States has transitioned from the loss of informal recreational access to a more formalized approach, combining private land initiatives and improved management of public lands. A recent survey indicates that nearly 700 million acres of huntable public land are available, including vast expanses managed by the U.S. Forest Service, Bureau of Land Management, state resource agencies, U.S. Fish & Wildlife Service, and the U.S. Corps of Engineers.

The good news continues with the anticipated passage of the 2023 Farm Bill. A crucial provision in this bill proposes a tripling of federal funding for private-land access, boosting the Voluntary Public Access-Habitat Improvement Act (VPA-HIP) from $50 million to $150 million. This significant investment aims to compensate landowners enrolled in Farm Bill programs for allowing public access to their land for activities such as hunting, fishing, hiking, camping, birdwatching and overlanding.

Silencer Central Supports Groundbreaking Bill to Redirect Tax Stamp Revenue for Wildlife Conservation

Sioux Falls, South Dakota – November 16, 2023 – Silencer Central, America’s largest silencer dealer, has rallied behind a groundbreaking bill introduced in Congress on November 9, 2023, which aims to redirect tax stamp revenue from the sale of suppressors to vital conservation efforts and expedite the processing of applications.

"The Tax Stamp Revenue Transfer for Wildlife and Recreation Act is a significant milestone for wildlife, hunters and shooting enthusiasts," said Brandon Maddox, CEO of Silencer Central. "By redirecting tax stamp revenue towards conservation efforts and expediting application processing, we are ensuring the sustainability of our natural resources and supporting the growth of shooting sports."

Under the proposed act, 15% of the total revenue generated from tax stamps would be directed towards expediting the processing of suppressor applications by the ATF's National Firearms Act (NFA) division to a maximum of 90 days. This allocation aims to address the lengthy waiting periods faced by applicants, which can currently extend up to a year despite recent efforts to streamline the process.

The remaining 85% of the tax revenue would be allocated to the Pittman Robertson Wildlife Restoration Trust Fund, supporting a wide range of initiatives. These include wildlife conservation, law enforcement, hunter recruitment and more. Additionally, 15% of the revenue would be dedicated to the development, maintenance and operation of recreational shooting ranges.
